Valery Mikhailovich Khalilov was born in the family of a military conductor. He began to play music from the age of four. He graduated from the Moscow Military Music School (1970, now - the Moscow Military Music School) and the Military Conducting Department at the Moscow State PI Tchaikovsky Conservatory. In 1980, the orchestra conducted by V.Khalilov took 1st place in the competition of military orchestras of the Leningrad Military District, after which he was appointed to the post of lecturer in the conducting department, and then the department of the military orchestra service of the Military Conducting Faculty at the Moscow State PI. Since 1984, V.

Khalilov was transferred to the management of the Military Orchestra Service of the Ministry of Defense of the USSR. Since 2002 - Chief of the Military Orchestra Service of the Armed Forces of the Russian Federation - Chief Military Conductor. Since 2007, he has been the music director of the international military music festival Spasskaya Tower. Honored Artist of the Russian Federation, member of the Union of Composers of Russia, Honored Artist of the All-Russian Music Society.

His work as a composer is connected, mainly with the genre of brass music. He toured with leading orchestras of the Armed Forces of the Russian Federation in Austria, Belgium, Hungary, Germany, Korea, Lebanon, Mongolia, Poland, USA, Finland, France, Switzerland, Sweden Poems-epigraphs to the marches of the composer Valery Khalilov, the poet, laureate of the All-Russia Literary Prize named after Generalissimo A.V. Suvorov and the A.A. Griboyedov Moscow city organization of the Writers' Union of Russia, honored worker of culture Alexander Savitsky.
